Questions
What is Tier 2?
Washington's Clean Buildings law requires most commercial buildings over 20,000 and up to 50,000 sq ft (not counting parking) to file an energy benchmark, an Energy Management Plan and an Operations and Maintenance program with the Department of Commerce by July 1, 2027.
What is the incentive?
Commerce's Tier 2 early adopter incentive pays about $0.30 per square foot of heated or cooled space for commercial buildings that file early. The money comes through your utility, from a limited state fund that is first come, first served. Utilities can pay part of it or none of it if their tax credit runs short, so we never promise it.
What do I have to do?
About 2 to 3 hours in total, spread over a few weeks: two e-signatures, one bill per utility, a short questionnaire, a photo walk-through of your mechanical equipment (your maintenance person can do it), signing your Energy Management Plan, and signing your filing once in Commerce's Clean Buildings Portal. We walk you through setting up your state login (about 15 to 30 minutes) and show you exactly where to click.
Do you need my Portal login?
No. You sign a one-page authorization letter and we request access from Commerce as your authorized representative. We do the work from our own account. Commerce requires every signer to sign from their own login, so you will sign the final filing yourself.
What if Commerce has questions about my filing?
We answer them at no extra charge. If Commerce asks for a correction, we make it, and our Qualified Energy Manager handles any questions about your energy target. Commerce clears all signatures when a filing is reopened, so we will ask you to sign once more.
When do I pay?
Half when you sign up, half when Commerce approves your filing. Our fee doesn't depend on your utility paying the incentive.
Which buildings do you take?
Commercial buildings over 20,000 and up to 50,000 sq ft: offices, retail, restaurants, hotels, warehouses and similar. Apartment and condo buildings aren't supported yet.
